Fred Lafser | President

About Fred Lafser

Fred’s broad experience ranges from leadership positions of governmental agencies, founder of environmental firms to Project Manager of dozens of projects involving Historic and Brownfield Tax credits. His work in rebuilding historic sites and restoring contaminated sites has included large hotel complexes, state office buildings, EPA superfund sites, public transportation facilities, and commercial offices and apartment buildings.

Fred founded and has served as President of Lafser & Associates, Inc. (L&A) since 1991.The firm provides services to the redevelopment community in the areas of historic preservation and restoration, environmental compliance and remediation, and energy conservation and solar energy production through financial incentives and creative solutions. L&A has participated in over 400 redevelopment projects representing total project costs of over $2 Billion. While generally serving on the development team, Fred has developed a detailed understanding of the design, economics, financing, legal, accounting and construction aspects of complicated projects.

In addition to assisting developers, Fred has also completed a number of properties as a developer. The combination of his various experiences has resulted in a unique understanding of all aspects of development. Fred has served as Owners Representative on projects ranging from a 12,000 sq ft historic restaurant and bed and breakfast, to a $10M historic office restoration, to a $12Million high-end conversion of an historic power plant into design studios and offices.

Prior to the creation of L&A, Fred worked 6 years as president of an environmental engineering company, which included subsidiaries engaged in the recycling of hazardous waste. Early career opportunities included work at a regional planning commission, focusing on regional solid waste and recycling solutions, storm water management, and regional and statewide park and recreation studies. This led to an opportunity to serve as the Director of the Missouri Department of Natural Resources (MDNR), a state cabinet position responsible for historic preservation, energy and environmental programs, as well as soil, water and mineral resources. In this capacity, Fred received numerous awards and was retained by three governors prior to beginning his private sector career.

About Matt Bivens

Matt has over 15 years of experience as a cultural, historic, and architectural resource consultant who has provided management, education and consultation relative to cultural and historic resources, local history, historic preservation, historic architecture, and redevelopment issues. Providing to individuals, neighborhood groups, not-for-profits, developers, contractors, architects, builders, region-wide municipalities, in addition to local, state and federal agencies, Matt has expertise in guidance; documentation; redevelopment project review; Section 106 and Illinois 707; national and local-based historic register activities; local, state, and federal agencynegotiations; historic tax credit compliance; historic design; and monitoring of historic rehabilitation and/or new construction projects involving historic sites and resources or neighborhoods.

About Brian Randolph

Mr. Randolph has been working in the accounting field for 5 years. He has recently joined Lafser & Associates in June 2014 as CFO/Controller. Garen F. Lafser | Vice President, Energistics

About Garen Lafser

Garen has his Real Estate license and helps model all the various incentives Lafser & Associates provides services for.  He helps developers locate high potential properties and provides other various real estate services for clients.   For the past three years, Garen has also been focusing his efforts on adding renewable energy to the company’s existing lines of business through the addition of a subsidiary company, Energistics, LLC. In this time Garen has overseen, designed and directed the installation of ~200kW of solar photovoltaic projects in the surrounding region. Projects include placing 50kW of solar panels atop a gas canopy, a 20kW solar carport where the roof of the structure is comprised of solar panels, and multiple flat roof solar installations. Other areas of business that Garen has dealt with are: PACE energy engineering, energy conservation, solar product development, and wind energy.
